Ullman graduated with honors from the U.S. Naval Academy and served 20 years in the Navy. He earned two master's degrees and a PhD from the Fletcher School of Law and Diplomacy. He served in the Office of the Secretary of Defense and was Head of Navy Extended Planning. After leaving the service, he joined the Center for Strategic and International Studies. Currently, he is a Senior Fellow at CNA Corporation (Center for Naval Analyses).
