Whitey Miller retired from the army to become sheriff of Martinsville, Idaho. Life there was quiet and easy, people cared for one another, everyone knew everyone else. The Whitey noticed a strange attraction between the mayor and one of the younger teen boys. He suspected something terrible, recalled a case from his days as an MP investigator for the army involving a colonel.
Whitey contacts his old partner from the arm, Ellen, now on leave from the Baltimore police department after a deadly force shooting incident, and together they prepare to look into the case, and then the killings began.
